CBSA UPDATE FOR EMANIFEST HOUSE BILL FILING REQUIREMENTS FOR FREIGHT FORWARDERS AND NVOCCS

Dear Valued Customer,

Please be reminded the Canada Border Services Agency (CBSA) previously published Customs Notice 20-28 that updates the eManifest requirements and final transition dates for Freight Forwarders and NVOCCs to electronically transmit advance house bill data on consolidated freight (eHBL).

As of November 1, 2020:

  • System enhancements to address eManifest house bill issues, and to implement new arrival rules for cargo are planned to be complete by this date
  • All cargo documents will have to be in arrived status before release notifications are sent out.
  • Warehouse Arrival Certification Messages (WACM) must include the warehouse sub-location codes.
  • Electronic house bills may be used for all consolidated shipments.
    • ‘Back-to-back’ shipments on a single house bill
    • ‘Buyer’s consolidations’ which are shipments where multiple house bills are consolidated together but destined to the same importer.

As of January 4, 2021:

  • The date for mandatory use of electronic house bills for all consolidated shipments, if not exempted.
    • Exempt: Consolidated in-transit shipments moving from offshore through Canada and destined to the United States. These shipments may continue to be reported using electronic house bills or legacy ACI supplemental reports.
    • Consolidated in-transit shipments of United States origin goods that are entering Canada for offshore export will continue to be exempt from electronic house bills.
    • FROB to Canada will still be reported using the legacy ACI supplemental reports.
  • A six- month period of informed compliance and zero-rated penalties begin as of this date.
